Is a priest who tells an AIDS infected man to sleep with his wife without protection guilty of a terrible SIN ?

The way in which I have put this question suggests what I beleive the answer should be. It is terrible but true. I heard this on the World Service of the BBC: Catholic Priests in Africa have told wives to sleep with their AIDS infected husbands without a condom. When they got infected then the Priests praised them for being martyrs to the cause of Catholicism. When the woman and their AIDS infected children died, they held them up as womderful examples of the true Chistian life. Hence my question.
