Surely we need different laws and guidelines for different circumstances?

I watched yet another news report of a pregnant mother dying of aids, with children around her dying of starvation and aids in the most appalling conditions. Her last baby had died a few days after being born and now she was going to have another one, and further terrible, terrible suffering of both the mother and the child. And no-one intervenes to prevent this suffering.
This is typical of what's happening in the world. It made me feel i didn't want to see that child born into that suffering.
And it's no good saying the child might survive and find the cure for aids because it isn't. It's going to die horribly. So why let it be born in the first place?
I would love to have some views on this?
